The center was officially established at JNU on July 31, following the signing of a Memorandum of Understanding (MOU) between JNU and the Korea Institute of Law on June 11. The center also aims to enhance cooperation between the two institutions regarding the joint operation of the law research center and the exchange of academic information.

JNU and the center plan to conduct research on laws and policies related to decentralization and balanced development, with a particular focus on the Jeju Special Law. They aim to establish systematic and uniform law and policy research on Jeju Island through the joint development of research projects with partner organizations, including the Korea Institute of Law.
