Jeju National University awarded an honorary graduation certificate on Dec. 28 to late Yang Yong-chan, who died in November 1991 while protesting against the Jeju Development Special Act.
The award was deliberated and decided at the university’s academic meeting at the request of the Yang Yong-chan Commemorative Project Association, Jeju National University’s Democratic Alumni Association, General Student Association, and Humanities College Student Association.
An honorary graduation certificate from Jeju National University is awarded to a person who is deemed to have contributed to the national or regional development but he or she has failed to complete the course necessary for graduation due to unavoidable reasons.
Yang became interested in community issues after entering Jeju National University’s Department of History in 1985. Joining the Seogwipo Patriotic Youth Association in 1989, he participated in the community movement. He opposed the development of Seogwipo and the importing of agricultural products in 1990, and worked to abolish the Jeju Development Special Act and the 2nd Jeju Comprehensive Development Plan in 1991.

The certificate of honorary graduation was delivered to Yang’s mother, Jeong Soon-ja.
